I'm not going to disagree that they are definitely the ones having the biggest issues with it, but it could be argued that many have the greatest concentration of people in the smallest areas (NY being a great example), assuming that the close proximity issue is what's causing it. I don't see it here in Texas but we do have a lot more wide, open spaces (as the song goes). Of course, that opens up another can of worms on whether the shut down/shelter-in-place was necessary everywhere and maybe the economy didn't need to be slammed across the nation.
